Why do you need prototyping in balsamiq/invision if you have jquery/bootstrap?

Now in the project we want to quickly make a demo version of the web application. I know that some use tools like balsamiq / invision for this, where they draw how the application will look like and the transition logic. What is the need for such tools if approximately the same results can be achieved using jquery / bootstrap and get a really working web application and not a dummy?

The fact that you do not know what interface will turn out in the end. And in balsamic, it will turn out to be orders of magnitude faster to come to the final structural form of the interface.

Well, what's the point of digging into the code, if in the first place you just need to design an interface? The tasks are different for the tools.
