Why do we need VC++, .NET Framework, Java Runtime, DirectX packages?

Hello. Please explain to the ignorant why an ordinary PC user needs such packages as Visual C ++ Redistributable, .NET Framework, Java Runtime, DirectX? I read Wikipedia, thanks.
