Why do we need duplicate fields in Bitrix?

Why does the GetNextElement() method create duplicate fields in the
Array
(
[ID] => 321
[~ID] => 321
)

With a tilde, it's the unprocessed original value.
Those. there is a string type property and html is stored in it
echo .....[VALUE] will display html as text, and
echo .....[~VALUE] html
