Why do we need cookie warnings?

I recently noticed that on the Blizzard inc. A warning pops up about their use of cookies. I also met such warnings on a number of sites, which I don’t remember anymore, but that’s not the point.

Cookies are used wherever the concept of "session" is present. Why this warning? Some US law? California? I do not understand.

Yes, the legislature of some countries is obliged to warn the user if you are going to save something in cookies. Otherwise, this is regarded as a violation of confidentiality and the hidden use of users' personal data for their own purposes.

There are no such obligations in the Russian Federation (until our efficient ones have oriented themselves to the wind). But, if information from the site is used in European countries, there may be problems when doing business with European countries.
In general, this is idiocy in the best traditions of the domestic frenzied printer.
