Why do usb ports refuse to work?

2 usb2.0 ports refuse to work. The problem arose suddenly, just while the computer was running (downloading the torrent), the usb mouse turned off and did not work. It works only in usb3.0 ports (as it turned out later, everything that I tried to connect to usb2.0 ports causes the error "lack of usb port power supply", and in 3.0 any device works). Two usb 2.0 ports went down until the next reboot. When I inserted the mouse into the usb 2.0 port after a reboot, it worked for a while, but then it stopped and this happens after every reboot (it works for a relatively long time, about 10 minutes). I also connected other devices to the ports, any cause a lack of power error.
I booted from a live flash drive, at first I connected the mouse and everything worked well, but when I connected the USB flash drive to the 2.0 port and started transferring files, the ports stopped working After that I
updated the BIOS (from the official site) the problem was solved only for one day, the next everything again began. Microsoft fixit showed a potential problem
