Why do some page insight recommendations fail?

Please tell me how to deal with Google's recommendation Optimize the loading of visible content if I added all the header and menu styles before loading the styles, but Google itself did not pay attention to this and continues to claim that only 10% of the site is visible.
The project is on open cart, although I don't think that's the problem.
So what about scripts that are connected by cms plugins in the header?
Well, the browser cache for analytics, if I understand correctly, there is already caching here, but it does not cache scripts from analytics.
