Why do shutdown, restart and sleep not work as they should?

Good day,
I recently installed an SSD instead of an HDD, and placed the HDD in a sled and installed it instead of a DVD drive. Installed OS on SSD (Win 10 - Original image. Not assembly).
The problem is shutdown (shutdown, reboot, hibernate). Sometimes they work correctly, but most often "reboot" - only shuts down, "shutdown" - turns off the laptop, but it still lights up all the lights, although it no longer responds to any keystrokes (it remains only to hold down the shutdown button).
Because of what it can be? Perhaps someone has come across this?

It may be worth updating (OS and drivers). I have this on a stationary one every other time. Probably something is preventing the interrupt from being called to properly shutdown. Somewhere the conflict of iron.

Never have StandBy and Hibernate worked correctly on Windows. Never.
