Why do language switching codes fly off on reboot?

Debian Buster LXQT "Options" - LXQT - "Keyboard and Mouse" - "Keyboard Layout" - "Keys for changing the layout" -

that's where I always choose crtl-shift. But after a reboot, the setting flies and it turns out at-shift.

Any ideas how to solve?
