Why do I get a 401 error when logging in with Twitter?

Good afternoon.
I am making a website based on Laravel 5.4 + Socialite 3.
An error often occurs when authorizing via Twitter oAuth

public.ERROR: League\OAuth1\Client\Credentials\CredentialsException: Received HTTP status code [401] with message "Deze functionaliteit is tijdelijk niet beschikbaar." when getting token credentials.

The error appears only on Twitter, through vk, google+, facebook logs in without problems.
Apparently, it appears precisely when re-authorization, it works fine during registration.
I checked all key/secret/callback several times, they are correct.
The cache is reset there, deploy through capistrano.
I would appreciate any ideas on how to fix this error.
