Why do goods of all users appear in the basket, and not just the current one?

When a user (authorized or not, it doesn't matter) adds a product to the cart, other users see the same product. That is, as I understand it, the basket is not tied to the user's session. Technical support has not yet given an answer, in which direction to dig?

Just the same, the basket is tied to the user's session, I think that there are problems with setting up sessions on the hosting.
