Why do emails arrive later in Outlook on desktop than in mobile versions?

Own an Exchange 2016 server, sometimes users complain that emails sent to their address come to Outlook on mobile devices immediately, and in outlook on a computer after some time. I suspect that this is some kind of suspiciousness, since no matter how much I checked this behavior, I did not notice the lag in receiving letters on the computer. However, sometimes there are still such complaints. With what it can be connected?
