Why did WordPress stop displaying page templates?

In general, there is a landing page, but there each page consists of advanced custom fields and a separate page template was made for each page. Previously, I could easily choose for which page which template and everything was fine. Now, 9 months later, after I handed over the project, I had to make some changes, when I came in, I was surprised how, I no longer have the opportunity to choose the template I need, there, in general, this select option disappeared.
I checked everything on the local, all the files you need are there, but in fact the choice is not.

I checked the "template header", everything seems to be good:

<?php
/*
  Template Name: How We Can Help - Schools
  Author Name: Edvins Antonovs
  Version: 1.0.0
*/
?>

Any ideas why I'm getting this result?

Because files with page-slug.php are linked to pages with corresponding slugs automatically. That is, your templates need to be called differently, not page-.....php
page-howwecanscools.php for example will be automatically applied to the page with the slug howwecanscools. In this case, the template will not be shown in the template select.
