Why did Windows Server 2016 stop connecting to the internet with manual settings?

On a server with Windows Server 2016, there are several virtual machines running through Hyper-V.
They have 2 virtual adapters. One for internet and one for LAN.
On newly created virtual machines, in a similar way, I prescribe the network card settings manually. But the PC cannot connect to the internet, the name is in the manually issued IP.
Instead, I get the left autoconfiguration IPv4 address
169.254.39.192
Everything works on working machines.
