Why did the local web server fail?

The local web server (openserver) has refused to work.

All firewalls are disabled, ports are free, but not pinged! Telnet - unable to connect to host, both 3306 and 80. What could be the reasons for this obscene behavior?

Does a root user with a blank password exist?
Maybe there is a user [email protected] (these are different users).
Check the correct login and password, check the firewall - you can turn it off to check - if the connection appears, then the exception has not been added.
