Why did PHPStorm stop formatting the code of some PHP files?

PHPStorm stopped formatting the code of some PHP files, or rather, the entire file. I press a combination for a format, I select a file - a zero of emotions. If you select a piece inside the file, then this particular piece formats well. If you select everything - zero emotions. However, some PHP files are formatted correctly. I did not find any features that distinguish "unformatted" files. Has anyone experienced similar behavior? Version 8.0.3.

Clear the cache. This is possible if the indexing went wrong, or is not completed.

In 5.5, short tags are disabled by default, perhaps this version is set in the project settings and therefore files are not parsed. Similar in NetBeans was.
