Why did online video playback stop working?

For some unknown reason, online video playback stopped working throughout the house, it takes about 5 minutes to watch a 30 second video on YouTube at 360p. And XBMC does not load at all, although I used to watch HD without freezes. There is a NetGear router, there were no complaints before. There are no complaints about the speed of loading sites and torrents.

The provider blocks 100% to reduce the load on the network. If the provider is inadequate, then only access to the Internet through VPN servers will help, then the provider will not be able to block content.
