Why did meta, title, link go down in body?

Because "hello main action" is printed too early.
If you open the source of the page in the browser via ctrl+u, you will see what the server gives to the browser.
And what is in the console is how the browser reacts to a sudden hello. This is some kind of left piece of plain-text - the browser thinks. It can't be in the head, so the layout forgot to open the body, you'll have to do it for him!
