Why did lags appear after mining on the GPU?

I tried mining on 1650 4gb and played with memory boost, speed. As a result, I deleted everything and returned the factory settings. But now there are lags with a picture somewhere around 1ms. What does it mean? Is the video card dead? The video card does not heat up, in the task manager if you look, the video card is loaded by a maximum of 2-3% when idle. Temperature 31-32 degrees. Cursor even lags

problem solved. Using the DDU utility, I uninstalled the drivers and reinstalled them. The lags are gone.
