Why did I receive a filter from Yandex after moving to a new domain?
At the end of January, my site was blocked by RNA due to prohibited content. In this regard, in February I moved to another domain, but not just another, but moved the legal part of the site to site1 (60%), and moved the other with prohibited content to another domain site2 (40%). Roughly speaking, the old site was split into 2 new sites with the same template.
1) 301 redirects of all pages have been configured accordingly and all old links clearly redirect to 301 redirects to new domains.
2) I decided to leave the relinking on the site the same, that is, the materials of 2 new sites link to each other.
3) After setting up the redirect, I added new domains to Yandex Webmaster, but did not immediately glue the old domain with the new one, because I did not know how to do it correctly if the old site was divided into 2 new ones. But then all the same, I glued site with site1
4) site2 (a week after the move) received a fatal error "useless content, excessive advertising, search spam", and a few days later site1 received the same filter. This is despite the fact that the old version of the site occupied high positions in Yandex, had X1400 and never had problems with such filters. And after the separation of 2 new domains, a week later they flew together under the filter. Based on this, I understand that the problem is most likely not in the quality of the site, but in the fact that I did not correctly implement the move to new domains.
Tell me please:
a) My old domain medow.ru was blocked by RNC, as a result of which Yandex excluded it from search results in Russia. Could this be the reason why the new domain (on which the 301 redirect was configured) was also sanctioned. In short, are sanctions passed on 301 redirects?
b) How correct is it from the point of view of Yandex rules to move the old site to 2 separate new domains. How correct is this and could this be the reason for sanctions?
c) Two new sites have the same Wordpress template. Could this have had a negative effect?
d) What are your guesses?

Sanctions of search engines (such as a filter for Minusinsk links, host Baden-Baden, etc.) are transferred. Did you write to Plato?
