Which version?
I installed version 3114, then I returned to 3083.
There may be a problem with the version, roll back to the previous one.
Maybe you need to specify the file type via ctrl + shift + p -> ss: php, for example.
Reinstall the emmet plugin.
Check the keyboard layout, not all hotkeys work in Russian.
