Why did Chromium 70 remove the ability to create app shortcuts?

Previously, in chromium and chrome, if you go to the additional tools menu, there was a function to create application shortcuts , which created a link for the site that opened in a separate browser window without a management interface, such as a separate web application. And I have always used this feature to work with Google Docs and other sites. And today I upgraded to chromium 70, and there it remains just to create a shortcut, which accordingly creates just a regular shortcut on the desktop. Is there any way to get this functionality back?

Type in the address bar chrome://apps/and press Enter.
On this page, hover over the desired shortcut and click the right mouse button.
In the list that appears, select "Open in a new window".
The shortcut will now open as an app.
