Why did Apple ban Swift for OS X below Mavericks? He's native, what's the problem?

Is there any way to bypass the ban? Is it really that dangerous? The application is not big, I want to make it in Swift.

Marketing.
Apple is one continuous marketing.
From a technical point of view - why do they need technical support for different versions, testing on different versions, etc.
And why Maverick doesn’t suit you - it has long and almost everywhere been higher, or at least

Because the Mavericks and beyond cut out a bunch of legacy garbage and added new standards instead. This is why many compilers running on 10.8 are very hard to run on 10.9 and higher.
