Considering from the point of view of functionality and technological nuances: what can the adaptive version of the website not do on a mobile device (for example: call the camera and send a photo to the site or to a social network; make an entry in the calendar; dial a number from contacts)? Why is it necessary, in terms of functionality, to develop a separate mobile application?

no need. this is a marketing ploy of web studios, in order to also cut the application and snatch a double benefit. from both the website and the app.
