Why Deployment in PhpStorm does not work immediately?

When "Deployment - Upload to ..." the file is updated on the server, but the previous version of the file is displayed in the browser (I update the cache) and you have to wait from a minute to an hour to display the changes.
If someone else does Deployment, then all changes will be displayed in the browser instantly.
What could be the reason? Ip was checked and made it the same as that of the computer, from which the changes are immediately applied.
