Why can Windows 10 freeze periodically for 1-2 seconds?

Windows 10 Pro x64 freezes intermittently. Hangs for 1-2 seconds. Windows is preinstalled by the manufacturer. AHCI is enabled, Dism /Online /Cleanup-Image /RestoreHealth and sfc /scannow show no errors. What to do?

What does hang up mean?
If you have a weak/slow hdd, then you may experience a delay when accessing files on the disk.
For example, the system is on ssd and the response is fast, while there is a delay when accessing the hdd.
