Why can't you format a flash drive?
I put an image of Windows XP on a USB flash drive (NTFS), after which the flash drive stopped working:

Because flash drives can be formatted. Only your question has nothing to do with your pictures
Well, theoretically, you can look for junk from the manufacturer to format the "low" level, but usually they don't bother with this - the cost of a flash drive is such that it's easier to brush it into the trash.
