Why can't Windows 7 see Windows Server 2003?

Hello! There is a network with several servers and about 17 workstations. Win XP and Win 7 are installed on the computers. Access to one of the servers is configured using the "Client for NetWare Networks" and the "NWLink IPX/SPX/NetBIOS" protocol. This server is provided by a higher organization and runs a program of its own design. In general, after setting up on Win XP, he sees this server and connects to it. On Win 7, after the setup, at first everything worked fine, but then it stopped. Reconfiguring helped once or twice and no longer works. Googling didn't help or I did something wrong. I tried to install a virtual machine on Win 7, and Win XP on it, and so on Win XP, after setting up, the server can be seen and connects normally. Works like nothing happened. What could be the snag? (I'm still not particularly versed in these matters, if possible, describe the answer in more detail :)). If you need any more information, I will try to add to the question.
PS: The problem is only with this server, the seven sees all other computers and servers on the network.

The network protocol of the non-creature is peer-to -peer , that is, the server and client must be in the same local segment, there should not be any routers between them.
Of course, there should be support for IPX / SPX / NetBIOS.
WINS should work (not sure, but it can help)
JFYI: The release of the "clean" non-creature stopped in 1998 - with the transition to NW 5. Drivers for it have not been written since about the same time. In Win7, most likely, it simply no longer supports it.
And I must say, I did not imagine that she was still working somewhere ... Amazing nearby :D
