Why can't usb 2.0 hardware work in the usb 3.0 ports on my Sony Vaio Pro 13 laptop?

The problem is the following.
I have a Sony Vaio Pro 13 laptop running Windows 8.1 Pro which is an update of the original Windows 8 Pro installed. It has two usb 3.0 ports. Previously, both 3.0 devices (flash drives, hard drives) and 2.0 devices (mouse, the same flash drive through an extension cable, other flash drives (2.0)) worked fine in them. After some weird glitch sometime after a Windows update, both ports stopped working.
I tried system rollback, various manipulations with removing usb devices from Device Manager and much more. The following helped: I pressed the power reset button (because it’s difficult to just remove the battery from this laptop).
The ports are working, but the computer sees only usb 3.0 devices (for example, a flash drive). He does not notice any 2.0 device (mouse, the same 3.0 flash drive via a 2.0 wire). At the same time, if you connect, for example, a communicator (using usb 2.0), then it is also not visible, but on the communicator itself you can see that charging is in progress. Although from the side of the communicator it does not look like a full-fledged connection to a computer, but similar to charging from an electrical outlet.
I plan to re-fill the OS and hand it over to the service (if this does not help). However, it is terribly interesting to figure it out yourself to the end.

Alternatively, the problem is in the USB 3.0 drivers.
You need to download USB drivers from the site and install them. I had the same problem with HP.

I already thought about the driver, but there is no usb 3.0 on the driver page of my laptop model. I've tried reinstalling the chipset drivers, but it didn't help. Now I installed the usb drivers from your page - the situation has not changed either.
I figured it out, after all, the problem was hardware - the contacts inside the USB connector responsible for 2.0 were bent (as you know, USB 3.0 has two sets of contacts - respectively providing 3.0 and 2.0). This is what caused all the effects. The Windows update and the temporary inoperability of the 3.0 mode were set on the wrong track. I also want to note that problems with contacts can be quite difficult to detect visually.
As a result, it was not possible to fix it on our own, I had to give it to the service for soldering for money. And in the company, of course, they said that it was a non-warranty case, so they can only offer to replace the entire motherboard for about 35,000. Soldering is many times cheaper, but they don’t do this.
