Why can't translation into another language be transferred to DRUPAL8?

I'm uploading a Chinese translation to the site. Some flooded and some didn't. I see an error in the logs:
An error occurred during the creation of the JavaScript translation file for the language Chinese, Traditional.
It feels like the js that is being created cannot be created. The rights to the folder gave everything, but to no avail.
What can be done?

It turned out that the problem was different: the /temp folder must be inside the site. It looks like the requirement appeared with the new version 8.4.2
