Why can't take camera stream in chrome?

Good afternoon, there was a problem: chrome sees the camera, but does not see the stream from it (on any site).
Error notreadableerror in console.
I know that it may be due to the fact that the camera is used by another application, but killing all processes using the camera results in 0. Moreover, the yandex browser also refuses to work. What solutions to the problem can be?

PS I tried the new value in the EnableFrameServerMode registry, changed usb ports, the driver from the official website

I had the same problem, and it worked in firelis, but not in chrome.
Google finds a bunch of articles on how to give access to the camera, but nowhere does it say that you need to give access to the microphone in the same way. Microphone "Desktop Web Viewer" and everything will work.
