Why can't ssh connect to port 22?

Launched ssh, checked its status - everything is ok. Using the nc -vn {ip} 22 command, I checked if the port is open - it says open. But as soon as connected through Putty writes connection refused. What could be the problem ?

Do you mean sshd ?
I had something similar recently. It turned out that the sshd service was not running on the PC I was connecting to via ssh.

Wanguyu .... you raised the service, it listens on port 22 .... but on the firewall you forgot to open the port for INPUT
