Why can't shortcuts be pinned to the taskbar?

Microsoft Windows 7 Ultimate.
I created a new account as an administrator in Windows, and now it’s impossible to:
a) pin a shortcut to the taskbar, and the item itself in the context menu is available: after clicking, nothing happens. Drag'n'Drop - same result.
b) pin in Start. The same story.
c) delete the file in the Trash. It is simply removed completely and permanently.
