Why can't PHPUnit start? This PHPUnit is already driving me crazy!

I tried to carry out this procedure with 2 files: phpunit-7.0.0.pharbut phpunitnothing happened to me! I've already read everything I can.

Because, in your case, you need to read the documentation on how to run phpunit on windows and not on linux.
If you have a phar archive, then in fact, you already have phpunit locally. To verify this, in the console in the same directory as the archive (archive name, only your own):
php phpunit.phar -v
