Why can't my ISP work with OpenVPN?

Hello, I have such a problem: I like to play one online game with a friend, and in order to connect it, you need to connect to their OpenVPN server. I can’t connect with my provider, and when I connect a phone with Usb tethering and connected to the neighbor’s wi-fi, everything connects perfectly and works well (but sometimes the Internet is slow and sometimes the neighbors turn off the wi-fi). Well, apparently the port is blocked from your provider.
What provider?
Make a telnet on the port
In the Windows console telnet ip address (where you are connecting) space 1443
telnet 1.2.3.4 1443
Will an empty black window open?

This question should be asked to the provider.
Ufanet also has L2TP, because of their nata, it doesn’t work at all (for part of the packets, the addresses are not masked), since the new year they can’t decide.
