Why can't Jupiter open the file?

When executing the code in jupiter notebook:


When opening the log file in jupiter notebook, it gives this error:


But when opened normally through notepad, the file is read normally.

What's the matter? The code worked fine until I added filemode="w" to the basicConfig arguments. After that, any attempts: restarting jupiter notebook, creating a completely new project in jupiter with a different logging did not lead to the result - always the same error.
