Why can't Joomla 3 connect to MySQL?

When installing joomla 3 on the hosting, there were problems connecting the MySQL database. In my hosting account I create a MySQL database, then in joomle I enter the name and user of this database, but it gives an error:

Failed to connect to the database. Error message text: Could not connect to MySQL.

I reviewed the connection video, there are no such troubles, the question is: Why can't joomla connect the database?

Masterhost is an extremely fucked up hosting, there are always some problems with it.

Perhaps mysql server address is not localhost? Check your hosting control panel.

They have to solve such issues and they do it quickly.
