Why can't I stabilize my computer's performance?

Good day to all. I have been using unlicensed Windows 7 (32) for a very long time. This is a very inconvenient thing. There were events as a result of which I received a licensed Windows 8.1 (64). This event made me happy. I bought a DVD-RW disc, burned the image. I boot from the disk, install on the cleaned volume (C:). Everything is going very well, nothing portends difficulties... A couple of days pass and then HOP #@*TH, departure. Not a bsod, not something else. Just a crash with a delay in sound, picture, cursor. I didn't like it very much. I started monitoring performance. The CPU load is very high. One worker process loads the processor completely and it starts to heat up very quickly. Literally an hour of work fills 59 degrees Celsius. Departures continued and work with the computer became unbearable. A 64-bit processor does not run 64-bit Windows... It was a shame. I had to "roll back" not in the direct meaning to WIndows 7.
Habits showed up right away:
• No "VKontakte" application, which communicates very closely with the music controller on the defender's keyboard
• No metro interface, which has become so familiar
• No magic upper-left corner of the screen
I realized that although Windows 7 has a carefree life, such a workplace no longer suits me ... I had to think about the decision to install Windows 8.1 32-bit. This is my first day with her. So far so good. Instead of 36 degrees of the "motherboard" on a 64-bit OS, it became 30. Instead of 60 degrees, the CPU became 40. But the effect that the processor is very "not capacious" is still there. Tell me, please, I do not use antiviruses that bother the computer, I have modules turned off, such as telnet or windows powershell, HOW DO I MAKE THE SYSTEM WORK EASIER TO THE MAXIMUM? One, bitch, the browser eats willingly 40% of the CPU. When the load of 100 percent lasts for 10 minutes, the result of the work becomes obvious (50-60 degrees). Maybe you will call me a stupid monkey and tell me to remove the performance monitor, but is there any program to limit the CPU usage by any chance? It would be my balm for a perverted approach to the health of the computer. By the way, the thermal paste is wet, correctly applied. Now the technical characteristics of the computer:
Processor - AMD Athlon x64 Dual Core 4600+ (2.41 GHz)
RAM - DDR1, 4 GB
HDD - HDD, 0.5 TB
Video card - Nvidia GeForce 9400 GT
Lord, how I live with these characteristics, really ...

The computer is 8 years old. One detail, the cooler, is already 12 years old...

If you have turned something else off in this spirit, then the system crashes are not surprising.

What did you want? The processor is old, and the browser is fresh, demanding on resources, and not so much the browser itself, but the sites it displays. Have you heard of JS?
For a modern browser, it is quite normal to load the processor, and require 5-8GB of RAM.
If you don't like it, don't use the internet. Or at least choose older, less demanding resources.

This is the normal operating temperature of the processor.

The most important thing is to install an SSD, it is impossible to work comfortably without it.
Well, the system is probably worth updating.
Something in the region of Corei5-i7 and 8-16GB of RAM.

The computer is old, what do you want from it. Return to the back Vin7.
If you don’t want to, then you need to deal with the fact that the percent loads.
When the brakes start, start the task manager and see which process is loading the system. If it's some kind of svchost, i.e. system process, then perhaps this is one of the services: Windows Search, Update Center, Superfetch.
Stop them one by one and watch the effect.
If this is not a system process - take down this buggy software.
