Why can't I set up a VPN?

Help setting up a VPN. Both server and client are running Ubuntu 12.04. Everything started on the server, a new tun0 network appears according to ifconfig.
Some kind of trouble comes out with the client: it seems like the client starts, but the network does not appear. Client config below. Deleted all comments, left only active lines.

Only the line with the server and the names of the certificate and key files have been changed. The files exist in the same folder as the config: /etc/openvpn/ . The client does not have a new network.
Could not find logs for openvpn. Where can they be found? What's wrong with the configuration? Should the network appear even if the connection is not established, or only if there is a connection to the server?
