Why can't I send a request from localhost?

Hello. Can't send request from localhost from browser to server due to CORS error. From a browser not from localhost everything works fine. What is the problem?

localhost:3000 (via browser) - CORS error
localhost:8000 (not in browser) - everything works fine
file:///D:/Projects/test/js/index.html (via browser) - everything works well
