Why can't I install xubuntu from a USB flash drive?

I formatted the usb to ntfs and wrote xubuntu 15.xx to it, set the boot from usb in the BIOS, but the download does not occur, it says that you need to press a combination of three buttons to exit this window. What can be wrong? Everything is fine with the bios, there are no protections, I had already installed xubuntu before, though 14.xx and everything was fine.

Perhaps the flash drive is simply not bootable.
Why are you formatting to NTFS? According to the idea, the recording program (Unetbootin for example) must themselves format it into the desired file system and set the boot flags.

Bootable USB is not just a USB with files, it needs to be written in a special way:

Only the dictionary option comes to my mind, but it is not relevant to the case.
Create a properly bootable flash drive.
