When installing the server ubuntu , it says:
mount: mounting /cow on /root failed: invalid argument
Overlay mount failed

Try making a bootable flash drive using BalenaEtcher. Maybe with Rufus the distribution kit was put crookedly.

Lately I've moved away from the practice of "one flash drive - one image" using easy2boot. Try it, it's handy.
