Why can't I get a meterpreter session over LAN?

The bottom line is, I can’t forward the ports, because I don’t know the password from the router (for the admin site), the standard ones are not suitable, because the router has custom firmware. So, I decided to use ngrok, everything is as it should be, I start tcp and create an apk build via msfvenom using ngrok's ip and port, then I start msfconsole and specify the localhost as lhost, and lport is the one that I wrote when I started ngrok, everything would be fine, so everything works on the locale, but when it comes to going beyond lan and running the build on a phone that is connected to mobile data, problems begin. Requests stop coming to ngrok, and msfconsole is resting and of course I don’t get meterpreter access. Who knows why? Tell!

PS I'm not some kind of hacker, but more of a lamer and I do everything for self-development.
