Why can't I edit the price type?

The site has Bitrix, edition "Small Business", installed from the official distribution. By default, there are 3 types of prices (which is strange: as far as I know, only one type is available in Small Business): Basic, Wholesale and Retail. When trying to edit the Base price, Bitrix gives an error: "This functionality is not included in your edition of the product." Has anyone come across?
