Why can't I create transition, drag state to unity?

Good time ducks!
The problem came out like this ... I created Animator Controller -> I start making a tree, and ... I can’t create a transition and at least drag the state, but only select and replace the animation.
How to fix it ???
PS I know that rukozhop and stuff, and yes, I searched in Google ...
