Why can't I create an Ubuntu folder?

I have 2 systems, WINDOWS and LINUX. For a long time I did not go to Windows, yesterday I went in and after a couple of hours of work I turned off the computer. I wake up in the morning, I go to Ubuntu and suddenly I can not create folders, except for the partition on which the system is located. What to do?

You probably not only can't write a folder, but you can't write to NTFS at all.
The fact is that you did not turn off Windows, but hibernated.
