Why can't I create an ad campaign on Facebook?
I have access to the page as an advertiser, but this page is not in the list of pages when creating an ad in Business Manager

Most likely, there is access, but you need to scroll above and there will be a choice of "personal" or "business" and look there.
This happens if there is a business manager and personal advertising accounts, even if they tried to give access to a business, sometimes it is issued in a personal account.
