Why can't I create a project in VS 2013?

When you try to create a project in visual studio 2013 express, you get something like this

The same picture is observed in all other studios (win8, desktop, 2013 ultimate)
Reboot did not fix the problem, resetting the configuration parameters (Tools > Import & Export Settings > Reset all settings) did not.
Has anyone encountered a similar problem or know how to solve it?

Looks like your templates are off. Try to restore the studio using the installer.
