Why can't I connect via FTP to the site?

Good day!
I use windows server 2012 and create an ftp site in IIS version 6.0. Having set all the parameters for accessing the folders that are on the site, and opening the port on the firewall through which access will work. I'm building an FTP site:

I've already read a lot of tips, but nothing helps. I would be grateful for the help, maybe someone had such a problem.
The funny thing is that I set up 2 sites like this before, a few days ago and everything works....
But I can't connect to this site via FTP. Why?

authentication -
FTP user isolation enabled - FTP root directory (if a user folder is selected, but it is not there, it will not let it in)
change the name of the user group from "FTP Users" - to ftpusers
Check... (check the password of the created user 5 times)
