Why can't I connect to the wordpress admin after transferring a database from another site?

I transferred the database from one site to another, domains on the same hosting, connected to the database, everything is displayed well.
But for some reason I can not enter the admin panel, an error pops up:

This means that you transferred the database incorrectly or the database was damaged during the transfer.
Try to migrate the database again. And check user capabilities

Pay attention to this paragraph:
unmeta_id – leave this blank (it will be auto-generated)
user_id – this will be the id of the user you created in the previous step. Remember we picked 4.
meta_key – this should be wp_capabilities
meta_value – insert this: a:1:{s:13:"administrator";s:1:"1";}
