Why can't I change the user when working with a remote desktop?

There is no "Switch User" button when locking a Remote Desktop session. That is, to change the user in a blocked state, you need to restart the terminal. It looks like this:

On the Internet, they suggest disabling the "Hide entry points for fast user switching" policy in gpedit.msc, but this did not help. What to do in such a situation?
